On the project settings screen you can set the pay item Sort Order to sort the pay items by the category or phase codes.  This is done on the main Project Settings screen, below. 

There are also a number of different reports that can be sorted by category or phase.  Both the Summary Spreadsheet report and the Bid report can sort and sub-total by category or phase.  There is also a category/phase detail report that will break down all of the different cost type by category and phase.
